Heinrich
Himmler, Reichsfuehrer-SS and chief of police, issued an
administrative order allowing Jews to be released from detention on
the condition that they emigrate from Germany. The order was meant
to pressure Jews to exhaust all possibilities of emigrating from
Europe. The order was later honored by many of the tens of thousands
of Jews who had been arrested on Kristallnacht. This is a clear
articulation of the Nazi policy of using force to effect the
emigration of Jews from Germany.
